We take the safety and welfare of all our school community very seriously.
Under the Education Act 2002, schools must make arrangements to safeguard and promote the welfare of children. Parents/carers should know that the law (Children Act 1989) requires all school staff to pass on information which gives rise to a concern about a child’s welfare, including risk from neglect, physical, emotional or sexual abuse. Staff will seek, in general, to discuss any concerns with the parent/carer and discuss the need to make a referral to Warwickshire Safeguarding Children’s Team if that is considered necessary. This will only be done where such discussion will not place the child at increased risk of significant harm or cause undue delay. The school will seek advice from Warwickshire Safeguarding Children’s Team when they have reasonable cause to suspect a child may be suffering or likely to suffer significant harm. Parents/carers will appreciate that the school’s Designated Safeguarding Lead (Mrs S. Eadon) carries out their responsibilities in accordance with the law and acts in the best interests of all children. *Please note that in her absence, Mr Ed Shillitoe will be the DSL. Mrs Greenhalgh will act as the Deputy DSL.
Early Support is the help offered to potentially vulnerable children, young people and their families.
What is Early Support?
The purpose of Early Support is to put in the right support at the right time so that problems are less likely to escalate to a point where the child becomes vulnerable or in need. Early Support is sustainable so that problems are less likely to re-occur.
Early Support does not always mean early years. While research does show that most impact can be made in those crucial first few years of a child’s life, Early Support can be needed and put in place at any time and at any age.
All children, young people and families in Warwickshire are entitled to receive Early Support. This means offering information, advice, guidance, and support to families as soon as a concern emerges, or seems likely to emerge.
From March 2025 the ‘Front Door ‘ will be known as Family Connect. The team consists of multi-disciplinary professionals, who will provide advice and support to other professionals

Operation Encompass and Prevent
Moreton Morrell C of E Primary School is committed to safeguarding and promoting the welfare of children and young people and expects our staff and volunteers to share this commitment.
Operation Encompass is a police and education early information-sharing partnership enabling schools and early years settings to offer immediate support to children and young people experiencing domestic abuse.
It directly connects the police services with schools and early years settings to secure better outcomes for vulnerable children, helping to safeguard against the short, medium and long-term effects of domestic abuse.
Operation Encompass was initially set up as a charitable organisation in 2011. Since its inception, it has facilitated effective interventions for many thousands of children who’ve experienced domestic abuse.
Operation Encompass aims to mitigate this harm by facilitating immediate support, making a child’s day better and giving them a better tomorrow.
Moreton Morrell C of E Primary School is a signatory of Operation Encompass, alongside a vast majority of Warwickshire Schools.
Prevent is one of four work strands which make up the government‘s counter-terrorism strategy – CONTEST. The aim of CONTEST is to reduce the risk to the UK and its interests overseas from terrorism.
- Pursue – focuses on detecting, investigating and disrupting terrorist threats to the UK and our interests overseas.
- Protect – aims to reduce the vulnerability of the UK and UK interests overseas to terrorist attack. This includes aviation security for both cargo and passengers.
- Prepare – aims to minimise the impact of any attack, manage any incidence of an ongoing attack and recover quickly and effectively
- Prevent – aims to stop people becoming terrorists or supporting terrorism
As the preventative strand of CONTEST, Prevent will:-
- Respond to the ideological challenge of terrorism and the threat faced by the UK from those who promote it
- Prevent people from being drawn into terrorism and ensure they are given appropriate advice and support
- Work with a wide range of sectors (including education, criminal justice, faith, charities, the internet and health) where there are risks of radicalisation which need to be addressed
As part of Moreton Morrell C of E Primary School’s ongoing safeguarding and child protection duties, we are fully behind the government’s Prevent Strategy. Our Safeguarding Team attend regular training and are responsible for ensuring that staff receive training sessions on what Prevent is about and how to deal with any issues they may see inside or outside school.
